The legislated 40% was never repealed — it was made unreachable. A measurement fix, not a rate change.

A policy brief showing why the 2023–24 PRRT reforms cannot deliver the 40% Parliament legislated. The distortion is in the profit calculus, not the rate — and a common-sense repair measures the resource honestly through an independent valuation body without tearing up a single contract.

About SOCii.

SOCii PTY LTD is an independent civics and humanity research and development institute. We publish open research for academics, lawyers, policymakers and the public — and we build SOCii Social apps that return value to the communities that create them.

We were founded on a conviction that the evidence and tools used to understand public life should not be controlled exclusively by the institutions they are designed to measure — and that platform economics should be governed by the people who supply the data and labour.

SOCii is not affiliated with any political party, government agency, media organisation or commercial interest group. Our commitment is to public benefit across Australia and the United States — without exception, without favour.

Every model, method and dataset we publish is documented for independent verification. Replication is a baseline requirement, not a marketing claim.
